Release times do vary based on the workload of the El Monte jail's staff as well as the type of facility. Settlement in El Monte began back in 1849, though activity from Spanish missionaries and soldiers can be dated back to the 1770s. El Monte was known as he crossroad between Los Angeles, San Pedro and San Bernardino in the 1850s, and it had a reputation as a bad town where men would come to settle disputes. El Monte was officially incorporated as a municipality in 1912. After the stock market crash, during the 1930s, the town was an important site for FDR's New Deal federal Subsistence Homestead project. The program helped supply single-family houses to those who qualified. El Monte was the first community in California to be founded by Americans of European decent. The cities name was originally given to it by the Spanish soldiers and missionaries who came through the area between the 1770s and 1830s. The city is not named after the mountains as most people assume, but for the era's definition of '˜meadow or marsh.' As of 2000, El Monte is home to an estimated 115,965 residents, with 27,034 households. Over the last 50 years, the population in the city has grown rapidly; in 1960 the population was 31,900 and by the mid 2000s it was estimated to be 122,123. El Monte is the birthplace of famous rock and roll musician Frank Zappa who has written songs about his hometown, including the hit 'Memories of El Monte' which was originally recorded by The Penguins, a local Doo-wop group from the 1950s that had worldwide recognition. The city has had other notable residents over the years including Cheech Marin, Mary Ford and James Ellroy. The city is represented by Democrat Gloria Romero in the state legislature and the city is located in the 24th Senate District.
